The City of Long Beach, California, USA passed an ordinance on May 24, 2011 which bans retailers from distributing plastic bags to customers.

The first phase of the ordinance begins August 1, 2011 and affects only large retailers. The second phase begins January 1, 2012 which affects small retailers and farmers markets.

The City Council of Portland, Oregon USA declared that an emergency exists because the on-going use of single-use plastic shopping bags is harmful to the public welfare. The Council then passed the “Single-Use Plastic Checkout Bags” ordinance.

On March 7th, the Town Council of Chestertown, Maryland passed Ordinance 01-2011 – Plastic Bag Reduction Ordinance.  The ordinance will be approved March 21st and will have an effective date of April 11, 2011.  To allow retailers a grace period to dispose of current inventory of plastic bags, the ordinance will begin to be enforced six months from the effective date.  Chestertown is about a two-hour drive east of Washington, DC
